I.0        Background and Introduction

Kituo cha Katiba (KcK) is working on the Strengthening CSO Engagement on the Constitutional Reform Process (SCEC) project with a view strengthening citizen participation and engagement in the constitutional reform process in Uganda. Among the many activities, the project aims to enhance exchange and sharing of information among citizens and civil society organizations (CSOs) on constitutional reform and strengthen civil society-state engagement on constitutional reform.

To achieve this project objective, KcK is seeking the services of a consultant to plan and manage media engagements. The consultant will be responsible for organizing talk shows (radio and TV), Twitter spaces discussions, online engagement on reforms through unique messaging on Twitter, Facebook, WhatsApp, and other online platforms, as well as initiating a dedicated podcast on constitutional reforms.

The consultant will be expected to work closely with KcK staff to ensure that all media engagements are conducted in line with the SCEC project objectives and are effectively reaching and engaging target audiences.

2.0       The Purpose of the Call

The purpose of this call is to invite interested and qualified consultants to submit their proposals for planning and managing media engagements under the SCEC project. The Consultant will be expected to provide a comprehensive media plan and manage the implementation of the plan to ensure that the project objectives are achieved.

3.0       Terms of Reference

The Consultant will be responsible for the following tasks:

  1. Develop a comprehensive media plan for the SCEC project, outlining the strategies and tactics that will be used to reach at least seven million Ugandans through 5 Talk shows (3 radio and 2 TV):
    1. Work closely with KcK to identify topics for the talk shows and develop key messages.
    2. Work closely with KcK staff to identify and secure suitable speakers to participate in the Talk shows.
    3. Identify suitable radio and TV stations to host the talk shows, negotiate and secure media space.
    4. Develop content for the talk shows, questions, and talking points for the speakers.
    5. Secure audios for the talk shows aired and submit monthly reports on their reach, engagement, and feedback from the audience.
    6. Submit a final report on the media engagements including an assessment of the outcomes and impact of the engagements.
  2. Hold three Twitter Space discussions involving online citizens as well as Ugandans in the diaspora, to reach at least 1,000 citizens through these online discussions.
  1. Develop a comprehensive plan for conducting the Twitter Space discussions, outlining the strategies and tactics that will be used to reach the target audience.
  2. Work closely with KcK to identify topics for the discussions and develop key messages.
  3. Work closely with KcK staff to identify and secure suitable speakers to participate in the discussions
  4. Develop content for the discussions, questions, and talking points for the speakers.
  5. Ensure recording of the discussions and submit monthly reports on their reach, engagement, and feedback from the audience.
  6. Submit a final report on the Twitter Space discussions including an assessment of the outcomes and impact of the discussions.
  1. Conduct online engagement on reforms through unique messaging on Twitter, Facebook, WhatsApp, and other online platforms.
    1. Develop a comprehensive plan for conducting the online engagement, outlining the strategies and tactics that will be used to reach the target audience.
    2. Work closely with KcK staff to identify the key messaging for the online engagement.
    3. Identify and secure suitable platforms for the online engagement.
    4. Develop content for the online engagement, including messaging, graphics, and videos.
    5. Ensure regular monitoring of the engagement using appropriate tools and methods to measure reach, engagement, and feedback from the audience.
    6. Submit monthly reports on the online engagement, including an assessment of the outcomes and impact of the engagement.
    7. Submit a final report on the online engagement including an assessment of the outcomes and impact of the engagement.
  2. Initiate a dedicated podcast on constitutional reforms that will run in a quarterly series.
    1. Develop a comprehensive plan for the podcast outlining the strategies and tactics that will be used to reach the target audience.
    2. Work closely with KcK staff to identify topics for the podcast and develop key messages.
    3. Identify suitable podcast hosting platforms to host the podcast secured.
    4. Work closely with KcK staff to identify and secure suitable speakers to participate in the podcasts.
    5. Develop content for the podcast including scripts, questions, and talking points for the speakers.
    6. Ensure recording and production of the podcast and submit monthly reports on their reach, engagement, and feedback from the audience.
    7. Submit a final report on the podcast including an assessment of the outcomes and impact of the podcast.

4.0       Qualifications and Competencies required

The Consultant should possess the following qualifications and competencies:

  1. A degree in Public Relations, media, Information Technology and communications (ICT), or a related field.
  2. At least 5 years of experience in planning and managing media engagements, particularly in the context of CSOs and/or public sector institutions.
  3. Excellent written and verbal communication skills, with the ability to write compelling scripts, questions, and talking points for the talk shows.
  4. Strong negotiation and networking skills with the ability to identify and build relationships with suitable media partners.
  5. Proven ability to work effectively with diverse stakeholders, including KcK staff, CSO representatives, and media professionals.
  6. Experience in monitoring and evaluating media engagements, using appropriate tools and methods to measure reach, engagement, and feedback from the audience.

5.0       Key Deliverables

The consultant shall be expected to deliver the following:

  1. A comprehensive media plan developed for the SCEC project outlining the strategies and tactics that will be used to reach at least seven million Ugandans through 5 talk shows (3radio and 2 TV).
  2. A list of topics for the talk shows developed in collaboration with KcK staff and CSO representatives, along with key messages to be communicated during the shows.
  3. Secure suitable radio and TV stations to host the talk shows.
  4. High-quality content developed for the talk shows, including questions, talking points for the speakers, and any necessary multimedia elements.
  5. Four engaging podcasts produced and published.
  6. Comprehensive monitoring and evaluation of the impact of the talk shows and all social media communications using appropriate tools and methods to measure reach, engagement, and feedback from the audience
  7. Audio recordings of all talk shows secured and availed to KcK.
  8. Monthly reports submitted to KcK detailing progress, challenges, and successes achieved during media engagements.
  9. Final report submitted to KcK on the media engagements including an assessment of the outcomes and impact of the engagements for each activity.
  10. Three engaging Twitter Spaces discussions held.
  11. Active and unique messaging developed for online platforms such as Twitter, Facebook, WhatsApp.
  12. A dedicated podcast on constitutional reforms initiated, and at least 4 episodes broadcasted on constitutional reform.

6.0       Assignment Duration

The assignment is expected to commence on 23rd June, 2023 to 20th December, 2023.
